Event Description

State Representative Spencer Swalm (Colorado House District 37) will be holding a townhall.  Please attend and ask questions if you are in his district.  This is also a great opportunity to meet with Cathy Noon, mayor of Centennial.

TOPIC:  Cathy Noon, mayor of Centennial, will discuss the impact of Colorado's Amendment 64, approved by voters in the November election.  Shawn Coleman of the Amendment 64 Task Force will further explain the measure.

Amendment 64 permits a person 21 years of age or older to consume or possess limited amounts of marijuana; authorizes licensing and regulation of facilities for cultivation, manufacturing, testing, and retail sales; permits local governments to regulate or prohibit such facilities; and requires the legislature to enact an excise tax on wholesale sales of marijuana, the first $40 million of which annually earmarked to the public school capital construction assistance fund.

Here is a map that may be somewhat helpful to see the boundaries for the districts.  District 37 wraps extends across the south and southeastern side of the greater metro area from west of I-25 to near the E-470 area around the Saddle Rock area.

The legislature is in session and this certainly could be a great opportunity to meet with Rep. Swalm.

Rep. Spencer Swalm invited Rep. Dan Pabon from northwest Denver metro area.  Rep. Pabon attended this townhall as a representative on the 24-member panel that has been working on ironing out the questions and possible regulations and laws that would be necessary to try to address many of the concerns on all fronts for the adoption of the Amendment 64.  Rep. Pabon explained many items that the panel had discussed and answered many questions from the people attending.

Also in attendance besides mayor Noon (and a Centennial city attorney) was one of the originators of the Amendment 64 petition and wording; sorry I did not catch his name.  The meeting was covered by a journalist from "Centennial Citizen."

Rep. Dan Pabon (D) from House District 4:

Centennial Citizen appears to be a weekly newspaper available at:

Strictly an estimate since I did not count, there were perhaps 30 people attending this meeting.

Watch for other meetings of this sort to take place in Centennial and other municipalities.  There will be a report or some sort of recommendations made by the 24-member panel February 28.  Other dates to watch for are in July and October 2013.

There was very limited discussion of other matters in side conversations after the meeting.
