Note this article that reports "photo IDs" will be required to attend.  Also note the comments that would pertain to anything relative to protests.

Certainly note the July 29 date for a hearing in Denver.

UPDATE (July 28, 2014):  This news item in the Denver Post offers some information on two rallies that will be held July 29--one supports the EPA rules and one against the rules.  The anti-EPA-rules rally has support from Americans for Prosperity and will have many speakers between noon and 3:00 p.m. at Lincoln Park between the Denver City Building and the state capitol and can more information can be found at the Eventbrite page listed below.

Note that there are two rallies scheduled.  The one that is generally against the new EPA rules is at Lincoln Park Veteran Memorial between the state capitol and the Denver City Building from noon to 3:00 p.m.  There are a number of speakers from all over the mountain states.
