There are likely a lot of factors that are considered for the permits for these events and the times that are available. If someone has been involved in organizing one of these rallies could comment on the considerations and logistics, it might be helpful to know how much goes into these.
Noon to 1:00 p.m. while the legislature is in session is probably the best hour possible. Some people show up to help represent those who cannot be there because of work.
Thanks for the responses. I suppose there is a great deal of validity to scheduling the rallies during most people's lunch hours. I personally am not able to get away from work for these things, but I would like to attend most of them!!!
Are there any thoughts regarding scheduling a rally for a Friday afternoon, say 1-5pm? I know this is mostly after the legislature is done for the day, but they will see the rally going on as they leave (which might have more of an impact then them not seeing it at all because they weren't looking out the windows while the rally was occurring). Also, many people are able to finagle getting out of work early on Fridays, which, with enough advance notice, might generate a sizable turnout.
