I think that there is only a slight difference in the two.
In the Forum section one would submit ideas that you wish to be topics of discussion. This is where you want discourse and debate. This is where you post ideas where you may need guidance or help understanding a certain issue. This is where you are looking for other member's opinions, or an answer to a question.
A Blog post may be a story that you what to tell, or a recount of an event, or your stated position on an issue. In a Blog posting you may look for comments as to your posting, but not desire debate or further discourse.
That's my opinion of the difference between the Forum and the Blog postings.
That seems simple enough. Use blogs to post your own stories, ideas and opinions. Use Forum to start threads for debate. That's how I'll approach them from now on.
