  forward.\"\n\nRob Natelson is a Senior Fellow in Constitutional Juris
 prudence with the Independence Institute in Denver.  \"He is one of A
 merica's best-known constitutional scholars and was formerly a tenured
  law professor and the top publisher on the University of Montana law 
 faculty.  He has taught Constitutional Law, Constitutional History, A
 dvanced Constitutional Law and the First Amendment.\"\n\nPlease invite
